I think there’s a bit of misunderstanding regarding “handing over”. They are talking about handing over the management of the theatre, not handing over ownership. The municipality will still own the theatre.

I think the problem with wage freezes is because many employees of the city are unionized contractors and their contract agreement guarantees an increase every year. They would have to freeze regular employee wages but still give unionized employees wage increases and I don’t think they could get away with that.

I think one if the main reasons it isn’t integrated into the existing municipal portal is because that portal isn’t built to handle the functionality of this new project. As someone who runs a local design studio, we never saw the tender for the logo design and I watch regularly and am on the email list with the municipality to receive RFPs which I never actually receive. It’s unfortunate but seems to be a common trend.
